About Tom

Tom Iacobucci's Biography

Tom Iacobucci is in his early 40's. He and his wife Elizabeth have one child. He is a former Amesbury councilor, selectman and town meeting member. Tom is an Amesbury native.

Tom is the Vice-President for Institutional Banking at First Trade Union Bank, where he works with municipalities, school districts and union organizations.

From Tom's years of working for the state, he has a strong background in public-sector procurement, project management and contractor oversight. Tom has also served on a number of the Commonwealth's procurement management teams.

Tom has held the following elected offices in the Town of Amesbury:

• Town Meeting Representative from 1984 until 1996;

• Selectman, from 1994 until 1996;

• Member (and Vice Chair) of the
second Charter
Commission, 1995-96; and

• Councilor-at-Large, from 1996 until 2001.

Tom also served as Chairman of the Town's Bylaw's Committee from 1986 until 1996; and in 1992 performed the most-recent recodification of the Town's Bylaws, which were then approved by the Attorney General's Office and enacted by Town Meeting.

Tom has held these positions outside of Amesbury:

The LGAC is made up of the Governor, legislators, selectmen, mayors, councilors and school officials, and is charged with considering and making recommendations on any public policy matters affecting municipal government. The Commission's responsibilities include: reviewing proposed legislation from the point of view of municipal government; presenting that point of view to the Governor, his executive secretaries and the Legislature; and to act as an independent advocate for the interests of local governments in their relations with state and federal governments.



COUNCILOR -AT-LARGE,

Vice president, Member

Representative to Town’s legislative body. Responsible for reviewing and approving ordinances, resolutions, measures and $38 million municipal budget; authorizing capital expenditures for buildings, schools, roads, streets and sewers; and approving personnel contracts. Member of Rules and Procedures, Appropriations and Audit, Telecommunications, and Traffic and Transportation Committees. Proposed current structure of Council Committees; also authored Council’s Rules and Procedures. Established program for municipal employee training on state’s open meeting law, conflict of interest law and public records law.


CHARTER COMMISSION,
Amesbury, MA
1995 – 1996  Vice-chairman.

Reviewed all aspects of town government and solicited input from public, elected officials and department heads regarding possible changes in government structure. Compared forms of municipal government and drafted new Town charter, eliminating the existing Selectmen/Town Manager/Town Meeting form of government and adopting a Mayor/Municipal Council structure. Charter was approved by a 54% margin of voters in April 1996.

One of five executive officers for town of 15,000 residents, with 120 employees and an annual budget of $23 million. Responsible for setting town policies; appointments to municipal boards; contract negotiations; relations with business, community groups, press, citizens and department heads; budget preparation; approval of state and federal grants; land acquisitions; public works; hiring personnel; legislation; licensing and annual reports. Major accomplishments included hiring a new Town Manager; instituting educational seminars for public officials on the state’s open meeting law, conflict of interest law, public records law, town meeting, and parliamentary procedure; and the formation of a Parks and Recreation Committee, “Adopt-A-Spot” program, and a Lakes and Waterways Commission.


ESSEX COUNTY ADVISORY BOARD,

1994 – 1996 
Representative,

Town of Amesbury

Representative to county’s legislative body. Responsible for approving $30 million county budget; authorizing capital expenditures for schools, courthouses and Registry of Deeds; and approving all county personnel contracts.


BYLAWS COMMITTEE,
Amesbury, MA
1986 – 1991  Chairman
1993 – 1996

Committee was responsible for reviewing and making recommendations on proposals for changes to municipal laws, which were then voted on at annual Town Meetings. As Committee Chairman, was responsible for coordinating committee and its work; conducting public hearings; working with town counsel and Attorney General's office to ensure legality of bylaws; serving as Committee’s liaison to Town boards; presenting Committee’s recommendations at Town Meeting. Major accomplishments included the complete recodification of town’s bylaws; obtaining pro bono legal review and update of bylaws; and the institution of Non-Criminal Disposition Bylaw to provide efficient enforcement of town bylaws and regulations.
